Tolled express lanes on Ga. 400 become financial ‘reality’ after federal loan
ATLANTA, Ga. (Atlanta News First) - In north Atlanta, tolled express lanes are set to come to 16 miles of Georgia 400 after the Trump administration approved a $3.89 billion loan towards the public-private project.
“Thanks to this loan, this critical project will become a reality, improving safety and mobility in the greater Atlanta metro area for generations to come,” said Javier Gutierrez, SR 400 Peach Partners CEO.
SR 400 Peach Partners is a collaboration of three private companies who will spearhead the fundraising, design and construction of the project.
The total investment for the project is approximately $11 billion, and it will be financed with both public and private funding sources. It is the largest Public-Private Partnership (PPP) bond financing project in the U.S. market to date, according to ACCIONA and fellow SR 400 Peach Partners, ACS Infrastructure and Meridiam.

In return for their investment, SR 400 Peach Partners will receive toll revenue for the initial 50 years.
For Georgia’s Department of Transportation, the goal is to limit the financial burden on taxpayers while improving traffic flow in a busy corridor.
Gov. Brian Kemp celebrated the federal loan on Tuesday. He called the project the largest public-private partnership in the history of the U.S. Department of Transportation.
“The SR 400 Express Lanes will boost our competitive edge with job creators and ease the commutes of hardworking Georgians,” said Gov. Kemp.
The tolled express lanes will run northbound and southbound from the North Springs MARTA station to McFarland Parkway, a 16-mile stretch.
Drivers will be able to use their Peach Pass to access the lanes.
A spokesperson for SR 400 Peach Partners said they are still in the design phase to determine how the lanes will be incorporated into the 16-mile stretch.
Construction is set to start in 2026, with the express lanes opening in 2031.
