ATLANTA, Ga. (Atlanta News First) — A repeat offender has been indicted for allegedly exposing himself and harassing a woman at her home in Atlanta’s Kirkwood neighborhood, according to prosecutors.

Rodney Lee Stroud, 53, was arrested Tuesday on charges of felony aggravated stalking, misdemeanor probation violation and public indecency, jail records show.

Stroud has allegedly terrorized several women in Kirkwood in recent years. He has dozens of misdemeanor convictions over decades for trespassing and stalking, according to DeKalb County jail records.

On Wednesday, a grand jury indicted Stroud on charges of public indecency, peeping Tom, and two counts of aggravated stalking, according to the DeKalb County District Attorney’s Office.

Around 10:25 p.m. Sunday, Atlanta police responded to a report of a suspicious person at a home on Memorial Drive in Kirkwood, the DA’s office said.

The homeowner told police she recognized Stroud from previous incidents in the neighborhood, including one involving her in 2018.

The DA’s office said the woman told police she heard loud banging on her door. When she checked her home surveillance cameras, she saw Stroud on her front porch looking through her windows.

She then saw Stroud pleasuring himself, according to prosecutors.

The woman reportedly yelled from an upstairs window for Stroud to leave, telling him she’d called the police.

Shortly after midnight Tuesday, Stroud was booked into the DeKalb County Jail, where he remains without bond. His arraignment is scheduled for Jan. 6.

On Tuesday, Kirkwood residents told Atlanta News First they were relieved to know Stroud was behind bars.

One victim who spoke anonymously said she met with the district attorney’s victim advocacy group after Stroud’s arrest.

“I don’t know why this didn’t occur before, but I’m ecstatic,” said the woman. “I’m relieved. I’m excited. I’m ready to celebrate tonight that finally, after eight years of trying to push for more aggressive charges, I was finally heard today.”
