GRAFTON, W.Va. (WDTV/Gray News) - The “psychological brother” of an 11-year-old girl is accused of starving her to death while others ate full meals in front of her.

Tyler Carter is charged with one count of murder of a child by a custodian. His mother, Shannon Robinson, was indicted on charges of murder of a child by a custodian and child neglect resulting in death in January.

Carter and Robinson lived in the same home as 11-year-old Miana Moran.

Miana died in February 2025, after first responders found her unresponsive and not breathing inside her home.

Investigators said Miana was severely underweight, weighing about 43 pounds, and was found wearing Pull-Ups.

Witnesses told deputies that Miana was deprived of food as punishment, even while other members of the household ate full meals in her presence.

According to court documents, Carter was a “psychological brother” to Miana and had lived in the same home as her since 2020.

Deputies said Carter would occasionally babysit Miana and knew about her declining health, so much so that he and another household member were discussing a plan to get Miana out of the house and get help.

Prosecutors said Robinson was Miana’s primary custodian.

Miana’s biological father, 42-year-old Aaron Moran, was also charged with murder of a child by a parent and child neglect resulting in death.

Child Protective Services visited the home four to five times before Miana’s death, with the final visit in January 2025, just weeks before she died, according to authorities.

The investigation is still ongoing.
